Is it possible to change the instance theme in the admin interface, without editing the source code?

Not currently, each user can change the theme for their liking through the normal settings menu. I've been thinking how it would be nice for an instance admin to be able to select a default theme. Instead of seeing the same blue and green everywhere it would give each instance their own identities.
