The VAR overlay said foul, the ref did the hand signal for 'foul' and not the raised flat palm for offside. Even if it's for offside, it is exceptionally soft.

It seems so, yes. I'm almost certain, though, that the ref didn't put his arm up to indicate offside, rather signalled a foul. All a bit confusing.
I did not see the offsides review, all I saw was the goal disallowed for a "foul" plastered all over the TV and the ref confirming it.
He has been doing this for literally 20 years on this level
I think it’s the interference with the play that is reviewable, the offside is clear for the VAR team, the question is : does the Scottish player do enough to interfere with the play? Up to debate I guess
