With the recent AI tools in Photoshop it makes it even harder to go for Foss options (gimp/krita), so which Foss AI image manipulation tools are there that i can use to avoid adobe? For things such as fill in background and replacing elements of image & general generation.

While I haven't personally messed with these features in particular, Stable Diffusion Web-UI (specifically automatic1111's fork) should be able to do most of what you stated with in- and outpainting. It's self-hosted however

Adding on to this - there’s a plug-in for the web ui that allows you to use it directly in Krita as well, for a smoother workflow

It's not open source, but I use Pixelmator pro on Mac for ML upscaling, denoise, and color balance (though I don't always stick to its changes here).

I am also very interested in open source options for more advanced image manipulation. My preference would be libraries so I can play with it in code easily, but a gui tool would be OK too.

Krita has a Stable Diffusion plugin that looked really cool to be honest.
