no, its absolutely not. being able to read the very clear subtext is a basic part of human communication. we often use symbols to convey particular messages without having to spell them out literally, so no, its not racist, its just basic comprehension. just because they don’t have a banner that says “we hate Lukaku because he’s black” doesn’t mean their overt racist message isn’t understood to be what it is, racist. grow up
