I just discovered that there is a new flush mount wall mounted fiber junction box of some kind in the bedroom, which seems promising because this is fiber direct into the unit, and seemingly not some shared WiFi hotel situation, so I'm cautiously optimistic.

Thanks, They installed duraline microduct conduit and whatever kind of fiber is inside of it. No visible equipment yet or access points, and no details about the service yet, so I’m cautiously optimistic. Frontier business fiber at the office has been good.
Do you think they will mandate a switch over to Frontier only, or will the residents have the choice between Spectrum cable and Frontier WiFi/fiber?
That will be decided by the apartment management. You should ask if you are able to use another ISP, but it will probably be out of pocket.
If you work from home and need secure internet, Frontier bulk is not for you. My sister in law lives in an apartment complex with shared internet. When i did a scan of her network, I could see other people's devices on the network.
The internet itself is shared. If that’s the case, put a router in and you are protected as with any ISP.
