Looking at the street view, it looks like it should be covered with the black bag, the same as the sign opposite, but it has fallen/been ripped off.

You can see both signs covered if you move out of the road in street view (going back in time a year)

Same, except I had never played them before. Completed the first one and just started the second one, honestly having a blast playing through them
