Idk about the specific rule, but I'm guessing it's got more to do with the downward elbow movement than the region being hit. Definitely a more dangerous attack, and it's also usually only possible if you're in an advantageous position.
As for the region being hit and rules, punching is legal in boxing, but that doesn't mean you can go speed bag on someone's balls.
I mean you go to the gym and exercise naked with other naked dudes, then chill with dudes at the market while your slaves do the shopping, then maybe go with your buddies to watch naked dudes wrestling, before having a night long drinking session where ladies are forbidden to do anything except like bring you figs while you watch an older guy fondling a young dude. They were gay as fuuuuuuck.
For my wm+Emacs work, I unified the shortcuts by calling a separate go bin that checks if the active window is Emacs or not. If it is, it sends the command to the Emacs Daemon. If it's not it sends the command to i3. For directional commands like move focus, first check it there's an Emacs window to that side, if not send the command to i3.
They have frequent releases that introduce features and bugs, and then they squash them every week.
A stable distro like Debian will only update KDE once every ~2 years. If the version they use is full of bugs, you're stuck with it.
On the other hand you've got a DE like xfce that gets a release every few years, and the Devs make sure it's as reliable as possible to fit that stable release schedule.

Depends on your tastes really. That's like saying LSD is a strictly better experience than alcohol. They're completely different types of psychoactive compounds.
Also, it's not like other mushrooms don't cause nausea. I know people who've literally spent hours vomiting after eating cubes.
