My theory is that because the freekick should have never been one in the first place, the ref somehow tried to hide his mistake by calling offensive foul. He blew the whistle so fast that VAR couldn't even intervene because the ball hasn't crossed the line yet.
Overall dreadful performance from the ref, there were so many mistakes...
