Assuming that ends up being the case then it sounds like a good idea. I do wonder if it will lead to a generation or two of phones with utterly crap battery life though.

Cracking The Cryptic has a decent community, as might be expected from a channel that mainly solve sudokus and cryptic crosswords. Wirtual (a Trackmania streamer) seems to have a vaguely sane community as those sort of people go.

There's an irony in the British government going on about this all the time, while at the same time fighting in court to prevent their WhatsApp messages being turned over to the Covind inquiry because of privacy concerns.
More generally, I think it's a symptom of governments not being at all as tech savvy as they like to think they are.
I'd be intrigued how enforcable that would be if someone actually took it to court.
