UCI already announced that they are thinking about a Plan B for the World Championships in case the situation between Congo and Rwanda prevents the event from taking place.
The alternative would be an equally challenging hard route in Switzerland. Martigny 2020 route is mainly rumoured.

@[email protected] yes. Walked from the Riverbank footbridge clockwise to Brougham Place for the women's race and then camped out under a tree near the Flamme Rouge for the men's.
Which is why #7NationsTDU results were delayed.
