If you're lucky have a makerspace or hackerspace in your city, that's literally what they do! Everyone contributes to buy tools (sometimes extremely high grade professional tools like like lab supplies, CNC mills, pick and place machines, etc that you could literally never afford on your own) that everyone can use! There's also a huge community aspect with respect to socialising and sharing expertise.

There is also a lower step than a makerspace called a tool library. There is no space provided to work, but you can check out all kinds of tools. If folks are looking to start something in thier area but have limited space/money a tool library can be a move in that direction.
