Who do journalists write this kind of article for?

People with money aren't getting their financial advice from newspapers. They pay accountants, lawyers, and financial advisers for that.

So this kind of story is for the segments of the proletariat and petite bourgeois who don't have much but have enough to save for a rainy day.

Yep, it's to scam to create a floor in the market for rich people. That's why retirement funds are also forced to invest in speculative assets.
