Likely just good ol‘ photoshop
If you look closesly there's a lot of nonsensical details, like the quite high water tower in the top right, window layout on the side of the building facing us, different lengths and angles of fire escape stairs, a weird semi-reflective "thing" (scaffolding?) on the left of the image (and if it is indeed reflective, the reflection doesn't match the original), extremely weird-looking humans on the hoist and artifacts on the hoist railing. None of these are a dead giveaway, but the general vibe is off.

I wonder what the economics are that keeps the lot at the corner asphalt instead of a hotel or empty condos.
Doesn’t look too out of the ordinary for me. The windows on the side of the building and also the irregular escape stairs are things you see often enough in real life. The water tower on top of the building is not too strange either.
The scaffolding on the left looks like it has a printed net in front of it with a picture of the building how it looked like (or how it should look like), again, nothing I have not seen before…
I can not see anything strange with the humans other than the very noisy picture.
