In our case, Fraser Health is a part of the public system. BC is weird in that there are 5 different regional health authorities that operate under the provincial health services.

This ends up complicating things for healthcare providers, and leads to unfairness in care provided between regions in the same province

There are 7 regions, actually: the five you mentioned, first nations, and phsa, which is a sort of administrative oversight body for the others.

But you're right, it is a mess. While contracting for Fraser health, I also had to report to the phsa for certain aspects of my job.
