Ah, outsourced racism. Lazy and discriminatory and greedy, an all-in-one package deal. It's like... the most right-wing thing ever.

The only possible upshot to this that I see is that it might go the same way as most outsourcing - that is, the outsource labor is frequently incompetent. Also government spending rules typically require choosing the lowest bidder for a contract, so... mall cops.
