  1. Rob a bank, sack 10 million.
  2. Travel to USA, buy a gold card.
  3. Be safe and spend 5 million because the US won't extradite an American. :D

Banks don't keep much cash these days. They don't want the population to be able to liquidate and leave their system of control. You're not finding a bank with 10 million unless you pull a heist with inside Intel on when they're moving a large chunk of cash.
