Where should I create new communities?

Wherever I have an account?
Wherever it fits thematically, like location specific instances or with a focus on a specific group of topics?
Wherever I want? Does it even matter?

That is what i am doing for [email protected]. tmobile is a US carrier and my instance is Canadian so its a bit odd to host it here
