Yup. The most familiar use of the term (for me) is a soft bullet that impacts a target, rapidly going from a cylindrical/point to a flattened out mushroom-head.
It's also why soft hunting ammo isn't supposed to be used against humans as it creates cavity wounds that it can't be extracted from like "hard ammo"
