People tried to make George Washington a king, and he refused. They had monarchy until then, but he helped make sure America had elections. Why didn't Stalin do that if he was so determined not to be dictator?

Sounds like either Stalin was a huge wimp and a figurehead for the owning class oligarchy, or he was faking those attempts to step down.
