I don't understand this. If the table leaves a 0% tip there's nothing to split among the staff. How can the server owe anyone anything?

At some places wait staff need to "tip out" to share tips with kitchen staff, etc. This usually works by putting aside (for example) 10% of sales for back of house and the waiter/ress gets to keep the remainder. In this example, any time they are tipped less than 10%, they have to top it up from their own tips. If they were tipped 10% on a bill, all that tip would go to back of house and they wouldn't get anything.

Beats me. As far as I can tell, everyone except the server is tipped out as if there were mandatory tipping.
