I know this is all just Elon's ineptitude on full display, but there is still part of me that thinks he was paid by certain governments to tank the platform.
If you want to understand his action look at those who paid for him to act.

My guess is RoE is supposed to be Return on Investment (RoI)
I mean, it’s possible they want to do that on a global scale, which isn’t something they can easily do by themselves, unlike banning it just in their own country.
If I understand the news on the matter clearly, he still has one last appeal to overturn his purchase. I think he's hoping to reverse Twitter back to the old owners in a demolished state as a middle finger.
