Le gouvernement provincial fait [quelque chose d'absurde] avant même [d'avoir fait le gros bon sens]. Un classique. Remplacez par ce que vous voulez entre les brackets.

"Provincial government does [something nonsensical] without doing [the bare minimum] first", a classic. Just place what you want between each brackets.
