From what I've read is that they gave top priority to the joycon controllers, and the chipset can take up to 8 connections. Now, each joycon pairs takes 2, and if you connected 4 pairs you'd be using all of them.
You won't be able to hook up 4 pairs simultaneously while using a bluetooth headset now, but I suppose this won't be an issue if the user plans on using a bluetooth headset to game by himself.
