Dementors always felt like empty predatorial spectres, with no real will. The Nazgûl were vicious, cruel, had autonomous minds. For me, that makes the Ring Wraights much more frightning.
Putting bowls out is only done when people are not home. Lots of people are either out to parties, out with kids or working.
