For the Canadian city in Ontario, north of Toronto.

Thoughts on if this would be good for Vaughan? To be honest I'm not completely clear on which services are currently provided by Vaughan and which by York Region.

Do you know in general which services are joint? I'm thinking things like police and fire, but maybe garbage collection and forestry is not?

It definitely seems like it might be a poor deal for the smaller municipalities but good for the larger ones.
