I find it laughable to call it "direct financial assistance to tenants".
Any rent assistance without rent caps is effectively a subsidy for landlords. Saying something like "this rental benefit goes directly to the tenant, it does not go to the landlord" is asinine when obviously it will eventually go to the landlord.
