Legalize all drugs. Keep prices low(street value) with quality monitoring paid for by tax of product. Any further tax revenue from product to be used for addiction treatment.

And change the the DEA to do the following:

inspect mom & pop drug manufacturers for safety & purity
provide free or low cost or sliding scale rehabilitation
school education on scientific effects of recreational drugs

The military and intelligence operations are used for anti-slavery.
