In the interests of trying to stay neutral, the title and subject are basically taken from the article.

However, Gondek only explains why we need a tax hike. She does NOT explain why it was pushed onto homeowners, while corporations got a break.

She has explained elsewhere that in Calgary, businesses have historically paid a greater proportion of the tax than homeowners compared to almost all other Canadian cities. Council is looking to rebalance the share between businesses and homeowners gradually over the coming years.
