It's my impression, though, that the larger a company becomes, the more bottom-up it has to become, too.

At some point, it just becomes absolutely impossible for any single person to know about or make decisions for all the different concerns in a corporation.
And it is ultimately the individual workers that have the best insight into their current work, what problems they are faced with etc..

I whole heartedly agree with you but that doesn't happen in corporations, at least in my experience. My sample size is small.
