Indeed. But in the future, one day, in a galaxy far far away, with help of AI, the secret of The Silent Downvoters Empire will be demystified. Until then I try to ignore them, in fact weeks ago I disabled the up and down votes visibility in my settings which I consider an improvement for myself.

In Germany doxing is used as powerful tool against fahr right activists and neo Nazis... And I'm pretty sure that would be the first target of repression of there would be a law like this in Germany

I'd say the amount of typical Neo-Nazis (I am not talking about some kind of white collar fascists which are publicly known) is very low in Holland in comparison to Germany. I also think that doxing can be very painful in some cases, where it can possibly drive people to suicide (Thinking about some recent news in the open source world).
