Where I live a bicycle, scooter, etc. are considered vehicles.
I don't have a car and rely on my feet, trains and trams
In my case, I really do not need a car. I mean I can get anywhere with public transport/feet/bicycle or if it's really necessary just use my parents one
the problem is that too often there are either not enough trains or not enough people to use them
Well make more trains! And also if everyone in their car took a train there would be a whole lot more people using trains
