If the sole intent is to get their intelligence up just so that they can consent s-- than no, very unethical.
EDIT: Twitter-poisoned take aside, there's too much human supremacy involved for it to be a good idea in any context. Hell, even just thinking about evolution as being a progression has some pretty fashy undertones that are no doubt going to quickly end up decaying into eugenics.
