Okay that was one of the weirdest news stories I’ve read in months, and it really closes strong.

It seemed her sister colluded with her, but they didn't charge her for it. "Framing" is probably a bait.
Framing is still the correct word but you're right it's a bit misleading.
Regardless, these women need lawyers.
