What do you mean the people with power to do something won’t? Last I heard, the billion class are buying a bunch of fancy refurbished underground ~~r~~decommissioned nuclear silos. They want a safe place to weather the coming societal collapse in comfort. Apparently, these fancy silos come with a huge security force that would never turn on the monied people locked away underground.
We are constantly breaking records at the moment, we all really need to focus and do what we can to make change. Action however big or small.
I suspect that as things get worse, more people will be focused on personal survival vs stopping the rate of change. Sometimes these will be the same actions, sometimes they won't.
I suspect you are right, a lot of people will be displaced and at that point there is nothing else for them to focus on and rightly so. It does mean the responsibility lies with those who are able and have means.
But climate change isn't real!!! /s
