Not that's there isn't probably a large amount of very heinous materials there, basically anytime the police weight something, it's to make it seem worse. I would assume that this contains things like old Nat Geo magazines that have pictures of unclothed minors in them.
It's like how if you live somewhere that weed is illegal, and they catch someone with brownies, they consider the weight of the brownies as 100% weed.
