It's a click-bait headline - this is what the rest of the article actually says:
replace the police department with a new public safety department focused on a “comprehensive public safety approach” that would include officers “if necessary to fulfill the department’s responsibilities.”
They're not going for a policing-free community.
No, but it is a good thing, if only a small victory.
It won't happen because capitalism requires force to maintain property relations.
At most, maybe they could rename the division or merge it with a neighboring division, thereby "abolishing MPD", or do accounting trickery to say its "defunded" but they have not even done this
