Can someone physicser than me tell me why they just don't make the rifle less powerful to start with — doesn't doing this just take away some of the bullet's force?

Muzzle brakes are usually screwed onto the end of barrels anyway. The only thing a muzzle brake does is it diverts the force of the gas behind the bullet and thus reduces the amount of force that is directed straight back.
It does not affect the bullet in any way as the bullet would be outside the barrel without the muzzle brake anyway and this not affected by the gas anymore.
