Burnaby is creating a housing corporation to build social housing. What's Vancouver doing?

Right now, Burnaby makes a Sig-nif-i-cant portion of its income through rent and leases. It's done Very well for itself that way. So, for it, a housing authority is just Those Twelve People are in a new group.

Vancouver would have to actually build a housing authority instead of just renaming and regrouping half their property management group.
