The closer my Pixel watch gets to 100% charge, the slower is goes. Is that Google subtly telling me not to charge it to 100%? Will I get better battery life if I don't?

If you mean that it charges at a slower rate as it approaches 100% that's by design. It's intended to protect the battery. It will fast charge a certain percentage and then slow charge the last percent in order to not overcharge/overheat the battery.
