He's always been insane but it's getting progressively worse. Last time I saw him he was wearing a ski mask, stated that he admired Adolf Hitler, publicly denied the Holocaust, and identified as a Nazi in an interview with Alex Jones'. This is the guy that makes Alex Jones look sane.
Alex Jones is a con man, he cons people like Kanye.

She has an established history of dressing in sheer or otherwise revealing clothes in public. It's kinda her "thing".
But he's just like that. That's his face when he thinks he's cool. It's him projecting what he thinks is confident self assurance.
