Because they don't have the data to make the forecast, and can't afford the equipment needed to do so. Even the thousand satellites of SpaceX doesn't give them the data that a private company would need.

I should also add that even with the huge network NOAA uses, there are astoundingly large gaps in data around coastal waters.
