Nope, NASA is cooperatively invested with the European Space Agency, Canadian Space Agency, Japan Aerospace Exploration Agency, and Roscosmos (Russia).
There is a legal framework that covers all this. Whether dipshit Donnie and fElon and their lapdog government acknowledge that is another matter entirely.
The area with thrusters is owned by the Russians. They couldn't deorbit without their help anyway.
