He wants to manufacture a crisis to convince his followers that whoever opposes him are dangerous violent people and that extreme measures such as the use of the US military against its own citizens is justified.
Minimizing government spending with muskyboy didn't work out as planned, people are getting tired of his tantrums. So, now he wants something else to blame for his incompetency.

This is straight out of the fascist coup playbook. He's been just waiting for some sort of serious protest somewhere - it really didn't matter much what or where - so that he could order in the military.
If the precedent stands (which with our brazenly corrupt and compromised SC, it almost certainly will) then he'll set about incrementally expanding it.
