they wouldn't mass use it, it would get exposed too easily. they use them very carefully. there's a shit ton of research groups looking in places for weird malware

The exploits were watering-hole, so, they set up a site and directed people to it. If the Google's team found the sites they were not so hidden, gathering people with tips from undercover operatives.

Maybe, after this they will be more careful, but to me is pretty obvious this serves where not small, niche things.
