I'm a federal public servant, and I can tell you that in the 28 years I've been in government, this kind of leadership is very common. There's no accountability because there's nothing that really can be done in the current system. There would have to be a serious overhaul in how government manages poor performance, particularly when it comes to executives.

The Canadian tax payer is the bag holder here.
