Seems like Europe isn't into the whole planning for the future thing. Both China and US have emergency stockpiles.

And in that 2019 article it's hailed as a triumph of market liberalism....

The EU doesn't import a lot of grain, from the figures I could find. They're largely self-sufficient.

Europe be like "No wait, you are supposed to starve, not us! We've just realized that the consequences of economic sanctions are terrible all of a sudden!!"

No, this isn't about Europe starving. The biggest effect it would have on Europe would be increased immigration pressures in other countries if those countries started starving.
