I'm no expert but I would say yes. The QB School on Youtube broke down a few of his games and he is making boneheaded decisions, has bad footwork, and collapses under even the slightest pressure. There are plenty of times he has time to throw and a receiver is NFL open but he panics and the play falls apart.
