Every dollar given to social services circulates 10 through the economy so... it does, actually, go a long way towards fixing the problem.

Landlords have been fined 11 times in 4 years for bad faith evictions. That's far too low, say experts (www.cbc.ca)
 

There are no consequences for landlords who break the rules. This will not end well, unless something changes dramatically - and soon.
