That would be Durge. I think the main reason we never saw more of him was cause Kenobi killed him and there was never any build up to his arrival or any kind of mention of him after. Just some guy who could have been a general or some mercenary. Also a primary antagonist who just doesn't talk or have any personality but being big strong guy definitely doesn't add well to the tv formula.
Last Jedi really just doesn't work for me, feels like they wanted to do anything but make a star wars film. But contractually obligated to make star wars.

On a tangent it just goes to show you how terribly they mishandled the DC movies that a literal 'no u' uno reverse card of sexuality that is Henry Cavill was starring in them and running around in what should have been a skin tight body suit and still nobody wanted to go watch them.
