That's exactly what's happening. As the article mentions, Hikvision is one of the largest camera manufacturers in the world, and the feature set they have for tracking people is becoming increasingly standard across all manufacturers. Don't you find it even a little bit suspicious that not all of the cameras identified were Hikvision, but none of the other brands were named? Hell, the Guardian would probably try to paint China as anti-Semitic if it banned camera sales to Israel.

Please learn the the difference between an IP address and a geo IP location.

IP location only gives people the city you're in, and Swatting is pretty much a unique feature to America.
